IHM Preparation

On-board ships, it is essential to prepare an Inventory of  Hazardous Materials (IHM) plan to comply with the MEPC Resolution 269(68). The IHM plan is mandatory for all ships over 500GT and is designed to ensure the safe and environmentally sound recycling of ships. The preparation of the IHM plan involves identifying and listing all hazardous materials used in the construction and equipment of the ship. This includes materials such as asbestos, PCBs, and heavy metals. Once identified, the IHM plan outlines the safe and environmentally sound handling and disposal of these materials during the ship's lifetime and at the end of its life. Compliance with MEPC Resolution 269(68) is essential to ensure the sustainability and safety of the shipping industry, and IHM plans must be regularly updated and maintained.

Asbestos Management Plan on-board Ship

An Asbestos Management Plan is a necessary requirement on board ships to prevent exposure to asbestos, which can be harmful to human health. The plan includes a detailed survey of all asbestos-containing materials and products present on the ship, which must be registered in an Inventory of Hazardous Materials (IHM). The IHM is a crucial document that contains information on the location, quantity, and condition of hazardous materials on board. Furthermore, the Asbestos Management Plan outlines the measures that should be taken to manage asbestos during the whole life cycle of the ship, from construction to dismantling. The plan also sets out specific procedures and training requirements for ship personnel to follow in case of accidental exposure to asbestos. Proper implementation of the Asbestos Management Plan is essential to ensure the safety of the crew and the environment.

Asbestos Decontamination

Asbestos decontamination services are vital for ensuring the safe removal of asbestos and asbestos-contaminated materials from ships. These services include the complete removal and disposal of all materials containing asbestos, including the provision of a disposal certificate.
As per IMO MSC.1/Circ.1374, Article 13: “When asbestos is detected on board, in contravention of SOLAS regulation II-1/3-5, action should be taken to have it removed. The removal – assigned to professional asbestos removal companies – should take place within a time frame of 3 years from the date when the contravention is found and should be conducted in close consultation with and, where applicable, under the supervision of the flag State concerned. In such cases, a suitable exemption certificate should be issued by the flag State.”

If Asbestos is detected on board, it may affect Safety Construction Certificate of the ship according to SOLAS requirement. Shipowner shall notify the flag state, and flag state would either decide to issue an exemption certificate or would give a time frame to the shipowner to remove the asbestos according to MSC/Circ.1045 (Flag has the final say).
